Puig proposes regional fiscal effort count in resource allocation

Valencia, September 23 (EFE).- The President of the Generalitat, Ximo Puig, proposed this Friday that the “fiscal effort” in any autonomy “at the time of the distribution” of resources is calculated by the state as a measure to confront those who want “fiscal disarmament”.

The president, who took part in a debate with the former minister of the PP José Manuel García Margallo and the political scientist Carmen Lumbierres on the occasion of the tenth anniversary of elDiario.es, has assured that this Friday he will present this idea to the president of the government , Pedro Sánchez, with whom he met for a few minutes in the Palau de la Generalitat before intervening in the forum of the digital newspaper.

In the debate, moderated by journalist Esther Palomera, Puig assured that “it seems inappropriate now” to abolish taxes such as Heritage and demand more resources from the central state.

“At another time, the measure might have been logical, but now we have to strengthen the welfare state”, which is why he argues for a “far-reaching tax reform so that those who have more pay more”.

Margallo has assured that in Europe only Switzerland and Norway hold this tax “because it puts taxpayers on the run”, who also stop paying income tax, and discourages saving

Lumbierres, for his part, has indicated that “a tax is levied in France on fortunes, inheritances or gifts, which also take into account the estate”, and believes that “both the progressive financing model and that of the center right are legitimate, but it seems unfair to abolish this tax in the current situation”.

“The communities of the PP, which were against more decentralization, are now the ones asking for financial autonomy without being financially adequate – the political scientist added -. That breaks the unity of Spain and encourages competition, even within the same party.”

Asked about the reform of the financing model, Puig lamented that “Basque and Catalan nationalists have never wanted to talk about federalism. It is unacceptable that since 2014 no agreement can be reached on a new financing model. There are regions that are more comfortable than others with this system, and it is a situation that cannot survive, we cannot pretend that the problem does not exist.”

Ximo Puig has said he met representatives of the Bank of Spain in 2014 and told them that the Valencian Community had 12 points less per capita than the national average. “They told me where I got that information from, that it wasn’t true, and I replied that it was from the Bank of Spain. The paradigm of ‘Get up happy’ has remained, we are invisible”.

“We have never sought a new financing model for the Valencian Community, but rather for Spain, based primarily on financial adequacy,” added the socialist president.

With regard to “radicalization and ungovernability”, Margallo has pointed out that “it’s all over the world, the UK, Sweden, Italy, also in Latin America, Chile, Peru, Colombia… In Spain, those of us who At the center – including the PSOE – we understood the core values: the unity of Spain, the separation of powers, multilateralism… which are now blatantly denied by some parties”.

“This started to fail – continued the former minister – in 2014, (when) due to the sins of the central parties, new parties emerged. We (the PP) paid for the austerity, the corruption, the weakness towards Catalonia, and we had Ciudadanos, Podemos and now Vox, and with this map it is difficult to understand each other, we are in absolute radicalization. And the great laws that this government has passed came about by accident. We need to get back to rationality.

In this sense, Puig has pointed out that “in Germany, if there is no new funding model, it will be blocked and the regions will discuss in parliament, because this should not be a party problem. But here the Senate is the place where the leader of the opposition is placed to create a parallel general policy debate.”

“Federal loyalty means defending your own interests, but having empathy for those of others, having a general, global interest. Appointments are never happy, of course, but they must be achieved, it is necessary. And if we’re more atomized, let the atomized join in, or else the holes will get bigger and bigger,” the president concluded.
